The Birthright armor comes from the Trooper Legacy vendor on Coruscant.

The RD-17A Phalanx set is a general world drop. If you don't feel like hunting for it, consult your friendly neighborhood GTN. (Fair warning: if you're going for the full RD-17A set, be ready to clean out your wallet in a hurry...the belt and bracers are fully moddable and usually go for six figures easily!)

as far as i know legacy 20 like the moddable pieces.

The Birthright pieces have a "standard" level requirement. If I'm not mistaken you have to be level 32 to equip them.

The "empty shell" Legacy armor you can buy from the Legacy vendor with credits (you don't need a token) have a Legacy level requirement (Renownend = Legacy level 10 and Exalted = Legacy level 20).
