Screen stuttering in outdoor areas

I started playing SWTOR yesterday and I encountered a rather annoying issue while playing.

Indoors everything is real smooth and there are no issues what so ever, but as soon as I get outdoors the game begins to struggle. The framerate starts jumping up and down especially when turning. Going straight ahead doesn't realy cause any issues, but turning ( even when stood in one place ) gives me bad stutters.

Typically I will be running somewhere between 35 and 50 fps when I am outside with 80-100 ms. But during these stutters the screen just freezes for a bit .. up to 0.5 sec. sometimes in rapid succession ( stutter ).

I tried turning all settings down, I tried turning all settings up.... I also tried windowed and full screen modes with vsync on and off. But nothing seems to help get rid of the stutters.
Mind that it is only these freezes and not any screen tearing.

I could imagine that my ****** connection has something do do with it, but on the other had, my ping is not too high, and I don't experience and lag on using abilities. Also even in crowded areas indoor, I have no issue what so ever.

So anyone else with this issue?

As far as hardware goes, I run SWTOR on:

Nvidea gtx560ti
4 gig of ram
e8600 processor

thnx in advance
