Always Underleveled

I have 7 50's. Multiple stealth. Some of them I've done no WZ's, FP's, heroics, etc on and am still the right level or overleveled. I have bought none of the XP perks for legacy on any of my characters. I usually skip everything as much as I can because I like being the correct level for all the quests. So I will often times skip everything but the objectives or the bonus objects as well as leave the planet as soon as I have reached the level I should be to go to the next. On my stealth classes, I would skip straight to the objectives 99.9% of time for every quest I did. With all that said, I have a strong feeling you're either trolling or like another poster said already, it's user error and you have selection bias recounting you doing everything perfectly and never skipping anything. 99.9% not a bug.

funny, you are complaining about being 2 levels under. I find it easier to level that way. Green missions exp is not worth it, orange can be a headache, but yellow missions are just right for me.
and the Force beat generic Swords and Magic any day. 8/26/14 That was my old signature but after RotHC, I went back to superheroes and swords and magic. Now waiting on Dragon Age and a SWTOR story expac for my Bioware fix 7/30/15 Returned for KotFE. Finally, a story expac.

Well people in here have given you at least half a dozen ways to make up the difference you need and every single one you've said isn't viable for you so guess you are on your own then. You don't even need to know anyone in game to use the group finder, by virtue of its name it finds one for you, it does the hard work. At this point my answer would be too bad so SAS.

When you finish a class quest you recieve new one which is higher level.Generaly that quests points you out a new zone on the same planet or a new planet. I use class quests as my guide.First I finish the normal quests ( INCLUDING optional objectives ) then I do my class quest of that zone.If you finish actual objective but skip optional objectives its normal to be underlevel.When zone is cleared my class quest points me out a new zone or planet and I approach there.I never do heroic quests because they are totally waste of time. After a few quests I ding and many quests become green on my quest log. I hide them do yellow ones.If my class quests is green too I do it first untill it makes me to go to a place at same level as me.

Have you tried going back to do the 2 bonus series you have missed. Do a quest see how much xp you get. If still rewarding high xp finish the series.

well you should do them. you get a lot of planetary comms and exp too. I have leveled 4 characters to 50 and on the first 3, I did almost every quest that I came across including heroics and bonus series. I would get so over leveled that at some point I would have to skip almost entire planets other than the class story just to get back to a more even playing field with the content on the next planet. It's not as fun when you're 4 levels above the content. so in other words, do heroics and this should solve your problem

I think you're getting to the quest hubs too early, and the quest givers are not offering the quests yet... unless you go back at a higher level, you'll never see those quests, and believe you've actually done all the quests available.

way back at launch, I figured out doing space missions were not helping me progress my toon... being 2 levels ahead of BW's intended pace, I was seeing a few orange quests but most were already green.

get too far ahead of intended pace, the quests turn grey...
get too far behind the intended pace, the game won't offer that quests...
it is self limiting.

I think your either a troll or a fool, I leveled either at the level or above for most planets. Without doing the Bonus series. I wasn't sub'ed.

Now I am sub'ed it's even easier and sadly I'm a few to many levels ahead each planet which makes it a little too easy...

or you've missed a planet!!!
