But is this patch what the $10 covered or is this a free patch. As reading the patch notes its comes a cross as free. Plus there is no mention of makeb etc in the notes.

Yeah looks like this is free for everybody. Found this quote in another thread Game Update 2.0 will be available for all players when it is released (Free-to-Play restrictions will still apply). The Rise of the Hutt Cartel digital expansion (which contains the planet-based story content and more) will have a separate, closed beta process which will not appear on the Public Test Server. .

I think the people who have paid have $10 will be disappointed as you don't need to buy expansion to get to 55 can get there without it . So really they have paid just to get to 55 with new content rather than do more flash points etc

So really they have paid just to get to 55 with new content rather than do more flash points etc Not quite right I think - New level 55 Hard Mode Flashpoints: Hammer Station, Athiss, Mandalorian Raiders, and Cademimu plus the new Operation: Scum and Villainy will not be available without the expansion as they require level 55 and it says 'The level cap increase to 55 is included with the purchase of the Digital Expansion, Rise of the Hutt Cartel.' Legacy stuff, new abilities, NiM TFB, increased professions, etc. seem to be available to all.
