This is very possible. Additionally, the new Ilum is supposed to be ushered in via a Server Event. If I recall correctly, nobody ever tested the Rakghoul Plague or Cartel Hunt (whatever that thing was called) either. So it's entirely plausible that 1.7 will not go PTS and will instead be launched as a surprise.

Actually, if we're going to get pendantic about this, 'a right' is not just a legal term, as you seem to be asserting. A right is a claim. It can be legal or moral. As such, someone can feel they have a moral right to something (like knowing whether a company [such as BioWare] is going to follow through on something they said [such as the next content release will be in 9 weeks]) without having a legal right to it.

A lot of subscriptions renew in the following few weeks so I'm pretty sure they will do their best to get 1.7 out as quick as they can. They won't want to miss that money coming in.

The store is their focus now. Subscriptions are now a "nice to have" thing. Subscriptions no longer have any power.

I'm not entirely sure on that. Much of the f2p experience revolves around getting people to subscribe. Certainly the cartel market is a strong revenue source, but the subsription revenue is valuable as well. On top of that, the two overlap - many subscribers also purchase items in the cartel market either directly or indirectly (through the gtn). The value of the subscribers is that it is a steady income flow. The cartel market would have more ups and downs (up directly following the release of new items followed by a slacking off period).

I don't think they are as dependent on subscribers as they used to be, but I certainly think they still value subs. And where there's value, there's power.

It sounds like you're saying that "Bioware Communicating more information will result in negative feedback"

Even if this were always true, you're overlooking the opposite direction "Bioware NOT Communicating will ALSO result in negative feedback"

The question becomes, is it possible for a company such as Bioware or EA to increase communication in such a way that it does more good than it does harm.

I say YES, it is possible.
