BH vs OP free heal

Why does the BH get to move while using his free heal but the OP does not. The operative has to stand still and channel his diagnostic scan.

Meanwhile BH's run all over spam healing people as they run with their low power heal. It goes off very fast too.

People keep running out of the way of my heal's but the BH can just run with them. This needs to be changed. It would at least make diagnostic scan usable.

Because they needed to give some sort of a disadvantage to the single most powerful spammable energy regeneration tool ingame?

Combat support cell:

While active, Hammer Shot charges your powercell with each use. Charges increase all damage and healing dealt, up to a maximum of 3% at 30 charges. In addition, targeting an ally with Hammer Shot will heal the target for 100% of your tech bonus healing. Only one cell can be active at a time.

Too easy.

Maybe because most of the Merc/Commando abilities require them to plant their feet and be a turret for 1.5 to 3 seconds? It's a relief to have a few that I can actually cast on the move.

The two abilities are not comparable beyond being resource free heals.

For the OP Diag Scan is something when you need some hardcore energy regen once its talented.

For the BH its will do more healing but also builds their resource regeneration mechanic, super charged gas.

Simply put, OPs can go an entire fight never touching Diag Scan. BHs will be spamming hammershot whenever they can the entire fight even if the healing from it is not needed to maintain their buff or to have super charged gas ready.
