I have been messing around with the dread guard internal proc relic - and the on use power one. Since 1.5, these relics are much much better then their campaign counterparts. The campaign ones came with a passive state to endurance, whereas dreadguard have a power stat. It is slightly less then half the power of a Battlemaster passive power relic, but..from the discussions ive read around they do seem to be BiS for PVE now. At least perhaps, a war hero power relic and a dread guard proc one

I prefer using a Dread guard internal proc one and a WH power relic, seems like a good combo.
