The loot system seems fine. Sometimes you win loot sometimes you don't. For low level it doesn't matter because you will out level it soon and for end game Operations you will probably be running with guild mates so there won't be a problem.

This is correct, and you should set them before embarking on your quest to aleviate the problems you are experiencing.
There's no way to police this - correct me if I'm missing something but I haven't seen a way to kick a group member, and I highly doubt anything would come from reporting a player that doesn't follow clearly set loot rules.

That aside, I'm not sure why anyone would be against a more robust loot system. What does anyone stand to lose from it? Profits from items that you just sell to a vendor or dismantle? The 'gear for companion' argument holds up as long as your companion is in the flashpoint helping your group complete it. I have a hard time justifying being so selfish as to roll Need on an item for my NPC companion when another real person investing time into the flashpoint actually needs it for their own character.

Besides, the companion problem can be solved by adding a 'roll for companion' option should any of your companions have the ability to equip the item. This roll would be prioritized above 'Greed' but below normal 'Need' for players.

laughing because i predicted this and i have news for the OP...going to get worse... you heard me WORSE! ok here is why!

Modable gear can have mods pulled out to be used, or even just used for the looks!

Companions range in gear they can use and thus people are going to roll on stuff there companions can end up using!

so basically almost nothing gear wise that any player cant end up using in some shape or form... thus general mentality of " but you cant use it " doesn't work since many times they can use it... be it for mods, or a companion most all gear can be used by someone!

my advice don't pug =3

This is pretty much a staple for modern MMOs at this point - self policing does not work since there are no substantial consequences for jerks and no way to 'make things right' for those who just made an honest mistake.
Its not the loot system that needs fixing its the people. Second, why not start a group of your own and assign the loot rules to Master Looter? Simple no?

I agree that the people need fixing - but Master Looter goes over like a ton of bricks with PUGs - good luck finding people who agree to that.

and this is why you dont PUG in MMOs..

get 1 partner.. and faceroll BT/Esseles over and over for free loots and comms 2 manning is FACEROLL easy..

It has been strange how many people are rolling need on everything that drops. I thought I was just having bad luck with pugs.

Needless to say it has happened to me in just about every FP.

But if someone really wants it they will just roll need.
There are not really any solutions to the problem.

You could make it so you can only roll need if the gear fits your current character. But that removes the option to roll for companions. And what do you do about Orange gear, since the mods can change the stats to fit you.

The other is just make the roll system have 2 options, need and pass.

There is no penalty for leaving the group or booting the person in question. Ninja looters will only stop ninja-looting after it becomes clear that it's not tolerated.
