My guess would be this is a calculated marketing decision. They will withhold as much information as possible leading up to the launch of guild wars and then starting August 10th they will put 1.4 on the PTS with plans on launching it on the 24th to compete with GW2. They will then unload all this massive backlog of information on upcoming content and etc in order to overload the player base and keep them away from GW2.

I could be wrong, but considering how important marketing has been to the decision making process of BW and EA so far, that would be my guess.

Changes to their teams and the layoffs probably play a part in it, but have most likely affected the TIMING of plans more than the actual content of plans.

OR, the wait was because they are planning to introduce F2P this Fall

Now would be the time to get answers to all the questions being asked on the forums...mainly about server transfers, moving into a F2P model they need to reassure the remaining customers they have and allowing us to play the game where we want to play not where they want us to play it.....

Doesn't matter now. It's a F2P game. This game gets filed along with League of Legends and DCUO at this point. The admittance that they've been looking at this since release, explains the worthless Q&As and lack of any freaking progress in the game.
