Are Crew Skills capped by character level?

Topic says it all. For instance, could I park a level 10 character on the fleet ship and level a mission skill all the way to 400?

The reason I ask is I took Investigation for my mission skill on my Armstech but want to try getting orange schematics from Underworld Trading. If I leveled a character to get their companion, left them on the fleet ship, and financed the skill via my main, could I skill to 400 without leveling?
