Actually, it can. If anyone remembers the launch of Starcraft 2, there was a bug in the menu screens / loading screens where the game client would process the game at max graphical options and cpu usage even when no actual game play was going on, basically causing some folks video cards to overheat. It's not common in games obviously but it's known to happen. All it takes is one game that cause heat up a gpu beyond normal. It's not uncommon to see games offer a graphical option to set a max fps limit / max graphical limit the game cannot go beyond, to prevent these types of hardware meltdowns.
