An easy fix for that is making 49 its own bracket. Or even 40-49. Keep all the lower levels separated.

overleveled = not a problem.

I purposefully am 2 levels above the min recommended for a planet. By the time I am done with a planet I'm usually only 1 level past the max of the planet and must do several days worth of space combat to level again before starting the next planet.

Never attribute to malice that which can be ascribed to sheer stupidity.

If you do everything possible, if you do every space daily, if you kill everything that moves...then yes, you can out level a planet pretty quick.

Thankfully, it kind of evens out because you get less xp when you over level something. Sure, it isn't much less but it does help keep you close.

If it is a concern, skip everything but your class quest line and only do enough of the other planetary quests to get you to the minimum level of the next planet on your class quest journey. Rinse and repeat.

Because I'd slavishly do my space dailies on my Imp main, he has easily out leveled his zones. On other characters I haven't done any space missions and they haven't gone too far past the zone levels even doing all available quests and heroics on each planet.

If you don't want to out level a zone, it is up to you to move on to the next zone when you are able.

I am constantly running out of quests and moving into a planet 4 levels under, to happily kill the elites 3 levels over me.

I finished Taris Empire and the Additional chain, every single quest and I still wasn't high enough to go to Hoth. I had to revert to Tattooine to get the last 1/2 level before I could get to Hoth and start on Orange level quests that were far too easy.

I do support a No-rest-XP toggle for those who are weaker players, but please don't force this on everyone. A few more quests on each planet on the otherhand would be very welcomed.

Those mobs that are too high for you on Belsavis, are there for the level 50s to run Daily missions.

I always end up having several alts, like to see new a new class or play it again with a new spec so I never do all missions available on a planet. Prefer to know that there is something new to see on the next rep or imp. For me the current system is working very well. I don't do all quests and with a few space missions I'm often one lvl over the planet when I leave for a new one.
