My theory, and this is JUST a theory, is they needed someone else to be dead for 20 some-odd years or so. Barry Allen was the first to "stay dead" for as long as he did. Then BAM! He wrote the original Crisis and kept it all together somehow. It was completely Epic, before Epic was cool.
