I doubt it will help, but I posted a question regarding this issue on the dev weekly Q&A thread.

I promise you this will NOT make it into the Q & A, but kudos for your post!

I just had this problem as well. Everything worked beautifully, and then NPC sound died for no apparent reason. Customer service telling people to update their sound drivers is complete BS-- if there was a driver problem, then all sounds would have issues and not just voices.

I've been playing the game for about 5 hour now, and I lost all voices. Over time the voices degraded in volume and now can no longer be heard. When viewing the cinematic, the narrator's voice is nearly inaudible and sounds a bit like a robot. All other sounds work normally even in the cinematic (as well as non-narrator voices) . The voice issue isn't limited to normal game play.

Just bought this game. Had I known this bug existed, I wouldn't have shelled out the cash to play. As of this moment, if the bug isn't fixed at the end of my 30 days that came with my purchase, I'll cancel my subscription before the billing period (hah! and I was going to pay for a full 6-month chunk).

Keep your chin up, we are less than 2 weeks away from GW2! I have little faith in BW to fix the game-breaking sound issues before then.

624 posts and still no resolution...

After this free month, I'm leaving until this is resolved. Relogging every 15 minutes in order to have full sound in a "Voice acted mmo" is absurd...

I finally solved my sound issues.

I have a Sound Blaster, and one of my settings is for SVM (off or on). I have always kept this setting to off, figuring I would let the sounds come through as they were meant to be (loud or soft) naturally. It worked fine as intended until patch 1.2. After 1.2 and all my low sound problems, I never changed this setting due to the fact that I thought it would have the opposite effect to fixing my problem. I was wrong. Setting this option to "on" after patch 1.2, has now fixed all of my lound level problems.

I hope this fix helps out someone, or that BioWare figures out why this simple option, made such a big difference after the patch, and caused so many sound bugs.

I have started an alt a few days ago and what i notice is that [supposedly] after 1.2 all dialogs sounds more «metallic»..

And what is sad me most - is a «electrical shrieking noise» sound at the death spots.. If someone dies in WZ - his death place «marked» with this «electrical noise» that fades in ~30 meters far..
Missandei Shadow ...yet shadows can kill. And oft-times a very small man can cast a very large shadow.
