Graphics woes

My girlfriend and I are running SW:Tor on two fairly similar computers, both comfortably over 2Ghz processors, both with at least 2gb ram. Her computer has a 2.6 processor and more than 2GB ram, but an ATI radeon HD 2600 graphics card, and it barely plays the game, conversely, my computer which is a slower processor, slightly less ram, but an ATI radeon HD6750 card, runs it more or less bass out with no issues.
The science of deduction would lead me to believe that she needs a better graphics card (it's a hand me down from me), but I've heard of people with much better GPUs and processors than either of us not being able run the game higher than low.
So here are my questions:
Is the HD2600 good enough to run the game?
Will upgrading the graphics card solve the problem?
What technology does SW:ToR use that's so demading that it excludes systems that can run a game like WoW on ultra?
What would be the best choice in graphics card for this game?

i wish i had answer. im having serious issues with my rig as well. its by no means a beast, but i was able to run wow comfortabley. in most environments i get sub 20 fps. its seriously annoying.
