Guild Banks on Cap Planets

Don't the guild banks make sense on these planets? They are major crafting locations, there is a guild registrar, and I think as more people are getting into legacy, more people will be wanting to craft with guild coordination making access here important.

There is also a guild registrar on the fleet in the exact same room as the guild banks. And since crafting doesn't require any stations, the fleet is a much better place because that is where the most people congregate. Once you out level your capital planet, there is no reason to ever go back. The fleet, on the other hand, is an important place to go almost daily.
