You can freely pick your customized look. You just cannot transfer set bonuses of pre-1.2 gear. Armorings, mods and enhancements are movable, just not the set bonus.

So to say that item customization is broken simply because you cannot move set bonusees from pre-1.2 gear is a gross exaggeration.

Actually you're mistaken, that's not what was promised. They made it clear while promoting this aspect of the patch that existing armors would not boast this functionality. It's not the developers' fault that you didn't pay attention.

You don't need to wait 2 months to move the mods over. You can do it now. You just cannot move set bonuses.

Frankly, I would be fine with every piece of armor being customizable.

That and they work to make the set bonus tranfer retroactive.
Endgame gear grinds are not the way.
