Why do we Pay for a 60 day when we only get 59 so far you owe me 3 days

It may appear as 59 days because day 60 has already started, so you have 59 full days remaining.

The system seems to round down so 59 days, 23 hours, 59 minutes is 60 days even though it only says 59 days.

I'd be willing to bet that you'd still be able to play for 23 hours, 59 minutes even though it shows 0 days remaining as well.
