Here's what there is:
Compatibility mode (check on or off) I have it off.

Settings: (you can check or uncheck these..they are all unchecked)
run in 256
run in 640x 480
Disable visual themes
Disable desktop composition
Disable display scaling on high DPI settings

Privilege level:
Run as admin or not.

Those are the only things under the Compatibility tab
Disable visual themes
Disable desktop composition
Run as admin

Sorry I'm at work on my Droid not at a PC so I couldn't check.

Would upgrading the CPU, RAM, etc. actually give me what I want for now and a year or two down the road or should I just buy a new one?

This one is already two years old.
I could spend 2-3k on a new computer but I have NO IDEA what to get.
Of course I want a gaming computer but I have no clue what the good computers are for that price range. Help anyone?
If you do it right, you can get basically everything you need to run ToR really well for under a grand. When I build my new computer recently, my HD and case were the only things I kept, and I bought everything else (i5, 560GTX, mobo, powersupply, etc) for a little over $700.

I'd REALLY appreciate it...
I have the 560 Ti, you have the plain 560. Your card is technically a newer design, but it has fewer processing cores and less memory bandwidth, but with a higher clock speed. Generally, this means that it will be about the same performance for (relatively) simple geometry and lower resolutions. At higher resolutions or greater detail, my 560 Ti is going to do better.

Sadly, the 2G of VRAM isn't terribly helpful. It's nice, but the speed at which the card can load data from the VRAM is going to make it slower than my 560 Ti.

At the same time, your higher core clock speeds are something of a detriment, as you have to work harder to get a noticeable, stable overclock. My overclocking on a 560 Ti is a lot easier.

However, at the end of the day, the differences aren't so huge that the 560 becomes a bad choice. I can run the game with 8xAA and shadows. You probably have to stick with 2xAA (or none) and maybe low detail shadows. Beyond that, you should be able to max things out. I get 60fps (vsync limited to 60) at the Fleet. You should be above 50fps.

I'd think. Obviously I don't have the card so I can't provide first-hand knowledge.

I have all graphics settings maxed out besides aa is on low and get 100+ fps besides in illums major battles I bog down to about 40fps which is completely payable. That is due to the servers not the "bad code".
I have a i7 2600K, Geforce 570 GTX, 8 GB DDR3 1600 RAM, Kingston HyperX SATA3 240GB SSD and a 16Mb/s connection (and I am sitting on the DSL hub of my provider so I have around 50 to 70 ms latency without any signal loss)

and I get around 15 fps (depends on how much player avatars are in line of sight and how many skill effects have to be proceeded, sometimes there are more than 15fps, sometimes less) in Illum on a sunday in a full raid vs raid PvP battle on highest possible graphic settings.

Sorry, but I am getting suspicious if there are threads over threads about fps problems even with highend PCs and suddenly such a thread like this appears in the forum.
With my machine I expect at least 30fps in minimum (not average) for the above listed scenario (full raid vs full raid, highest graphic settings). Even an old seasoned MMO like LotRO provides more than 30 fps for me for two clashing full raid forces (and lots of leechers nearby) in the Ettenmoores in highest resolution and settings.

btw, I am rather interested in your monitor type and its hertz settings.

This is what I've suggested for other people:

CPU: i5-2500K (Overclock to 4.5GHz)
CPU Cooler: Hyper 212+ (or one of the clones...)
Motherboard: ASUS P8P67 Motherboard (I like ASUS because they usually overclock without needing voltage adjustments)
RAM: 8GB of DDR3-1333 or DDR3-1600 (speed doesn't really matter)
Video: GTX 560 Ti
PSU: 550-650W 80Plus Gold PSU (I prefer Seasonic, Corsair, XFX, and Enermax)
HD: Any spindle drive with 32MB cache (even 5400rpm drives are fine)

You can pull that off for a pretty low price.

You could have the best cpu on the planet and your fps will still come to a crawl with more than 20 peeps in any zone fighting one another. So save your money folks its not your pc unless of course its from 2004 like this game graphics.

im using an i5 2500k stock and gtx580 my fps still drops randomly or when people get on my screen. I am not supposed to have any budges, yet I get minor ones.

********

I have a quad core AMD at the moment, but it's still on DDR2 RAM, I've got 8gb in it at the moment. Prelauch, I had a GTS8800 (which I thought was great), but I was getting such a low FPS with it, I ended up with a 2gb 6970, which bummed the FPS up to 100 - 120 on a good day.

I've been debating about up grading the mother board. IF I was going too, what stats should I be look at? I'm thinking I7 is the best, right?

I sold my 360, since I do all of my gaming on my PC now, so why not treating myself!

well, you did go from a horribly slow cpu to one of the best on the market.
