No you can not in most cases. This is due to no one really wanting to take on the responsibility of forming the group. As i have said before this is one of the main key to success for the lfd/lfg tools no one has to be the leader. No one has to step forward and make the group.
I personally have spent the majority of my real life being the leader of one thing or the other. Its a head ache and royal PITA. I do not wish for my entertainment money to force me to be a leader in my off time as well!

You mentioned a great point, no one is flagged for regular instances cause the player bubble has moved past them
Our lack of a proper LFD tool will black out the sun!
Then we shall cancel our subs in the shade!

Edit to add: And due to the below post, another /ignore. My mood has suddenly lifted.

So you're saying you'd rather spend 2hrs looking for a group even though there's 20 people wanting to do hard modes with anyone because you don't want to be leader.

Spoiler

For everyone else who knows how to use their opposeable thumbs check out my link in my sig.

This.

I play this game to relax and unwind.

Do I know ways to make a group? Sure I do. I can do the LFM and make it vague so people will join up instead of the lfg which usually ends up in failure.

I can check the planet where people of my level are likely questing and look for people there.

I can lead the group through the FP directing everyone to their roles for a flawless run.

Do I WANT to do this? No.

What makes you think the person who forms the party has to do this? If it is their first time there you really think ANYONE will expect this from them?

Be it Flashpoints or Warzones the "leader" does not have to lead. Anyone can say "Hey this is the best way to do things." However you guys would prefer to complain that there's no dungeon finder instead of grabbing 3 other people from a list and going because you already know where the dungeon is.

I started to go back through the last 100+ pages and compile all the fantastic ideas and constructive arguments for the upcoming Random Dungeon Finder, and I've concluded that since it's already being implemented and I didn't come across one original argument against it, there was no need. Good to see more and more people picking up the flag though.
Just because I do not care, does not mean I do not understand.

That's only one aspect of the problem. Another one is that even if you go ahead and move out of the fleet to go on the planet in which players of your level are questing, no many of them want to disrupt their activities to do a heroic+4, let alone a FP. Those who really want actually travel back to the fleet. A cross server LFG tool increases the player's pool, and thus the chance to find people wanting to do the same activities as you.

1. You're completely wrong. While leveling the best place to find people for a flashpoint is the planets that have players around that level.
2. They flagged themselves and placed a comment they want to do a flashpoint. So why would they not want to go run it? Also a lot of you people think it's a huge deal to get back to fleet. You DO know there's a shuttle on EVERY PLANET that takes you to fleet? No cooldown, no buying a pass, and it's near a taxi & quick travel.

I swear people just invent new ways to validate their non issues.

(Edit: Fixed typos)
