The WZ will end if both sides do not have the required number. There is a bug on the ops frames in WZs that will not show all participants take a moment and count the people inside.

I think this is just how the queue system works.

It will first make sure there are 8 people queuing on each side.

It will then invite everyone to join.

But sometimes people reject the invitation or forget about it and thus leaving one side outnumbered.

There's not really much you can do about it except.

1. Reduce the "join Warzone" period.

2. Remove the intros from WZs.

No, it starts the WZ with 6 on your side. By the time a 7th and then an 8th member join, you pretty much have already lost the match.

Is it definitely not two people who were offered a queue but declined/were AFK and not enough other people in queue to replace them? That's what I'd always assumed, but I could be wrong obviously.

Apparently the way BW fixes faction imbalance is by rewarding and encouraging people to join the faction with the largest population.
