Because of the nature of orange items, I believe they are always fair game. Sorry mate. One may argue that the class with the immediate stats on the orange item gets instant use out of it, while another does not. That's false too, because he/she is ready to immediately replace the mods within.

Orange items are FAIR GAME (as long as the person has the proficiency, of course).

It's a Marauder's vest if it says "Requires Sith Warrior" on it. Otherwise, it's fair game.

Ergo, this needs to be fixed.
"Skill" is the only PvP stat anyone should ever need.
