OP has obviously made the mistake of "rushing" past level 30, which is why he never sees anyone. I go to Belsavis or Hoth and still never see more than maybe 8-15 people in the zone. I go to Dromund Kaas and there's 80. Balmorra? 60. Nar Shaddaa? 40. I guess once people get of Nar Shaddaa the levelling just becomes too daunting for them?
