This worked wonders for me as well. Went from 1-10 fps when I first logged in to 20-50 depending on where I am and what I'm doing there.

An improvement for me too, at least on my laptop.

Better test will be later tonight when I can try this on my PC, where I was having the problem of 1.4 FPS in every Rest Zone I went into.

Yep. The files are "hidden". You'll have to go to the menu bar on Windows Explorer (NOT Internet IE).
If the menu bar isnt there, right-click the window (around the top, near the address bar)
And "enable" Menu Bar.
Once enabled, select Tools -> Folder Options -> View tab.
There is a radio button sub-option there to Show Hidden Files and Folders.
Select the option to Show Hidden Files and Folders.
Click Ok.
The navigate to the location mentioned by the OP:
C:\Users\"UserName"\AppData\Local\SWTOR\swtor\sett ings

"UserName" is just a placeholder name, yours might say Owner, or Administrator, or what ever you named your profile.
Then drag those 2 files out and place them on the desktop. Make sure you "Move" them, not "Copy".
Close folder, start launcher, log in, get to the character select screen, on the left there are some buttons, select the 'Preferences' and set them how you'd like. Then after you've accepted the graphics changes, spawn into the world.
This tip, along with MartinSPT's guide helped my game play tremendously. Since I cant afford to get a new graphics card for a few months, I run a dated GeForce XFX 9500GT 512MB DDR2 and get 15 - 70 fps.

well i teted it, it didnt do anything, probably lowered my fps by 3-4 if atall...
but on the other hand i never had a problem with fps in the game so...

I'm just curious, did the OP and others that this worked for modify these two files prior to patch? I know a bunch of people were messing with them to get better FPS. So I'm just wondering if that's why it's working for some and not others.
