I know what it does and on the high setting the value of AA within the client_settings is AA = 1.
Sure i could force AA to a value of 8 or 16 and i did and the difference between the game settings and when i force it, is very apparent. Leaving me to assume they did not fix the actual issue of having AA within the game at it highest possible settings. Please confirm that you are not forcing AA right now?

Uhm, if it puts unnecessary strain on your machine, you turn it off, derp. That's why there's settings which you can choose yourself if you want enabled or not.

It's about CHOICE.

Same issue. I have a ATI 6950 (flashed to a 6970) and it is not working for me either. It seem that we are going to just have to force it for now.

The forcing and INI tweaks are likely whats killing your frame rate.

Try turning it on with a clean INI and no driver tweaks.

If you are genuinely having problems, delete your settings folder and let it recreate them. This fixed massive performance problems that my friend was having.
