When people say BH I believe they're referring to Mercs who spam missiles. In that case, it's ridiculous to call a class that becomes meaningless in light of interrupts "OP".

If you are playing to hurt things as a jugg... well you might want to consider a different class. Marauder's I've fought several PvP geared ones and I've come out on top most of the time outside of a few situations where they got help the last minute. But that might also be because well... from my viewpoint, the Empire is the new Alliance as far as skill and ability, a ton of them, all geared but really don't have the skill to back up the gear, so as more Reps get to 50 and know how to play they tend to get roflstomped.

No matter who you ask, the answer will vary. It's usually the class that has proven the most frustrating for them. I find that many of the "overpowered" posts are fueled by a misunderstanding of how the class works or a general lack of awareness in PvP.
