That my friend, is a video card problem. I have never seen the green lazer show you speak of, and have spent more time looking at the sky in Swtor then one might think.
I'm playing on a gaming laptop. I have never had this issue in any other game. Whenever I bring it up in general chat, and so far I've seen it on tat, alderan, and balmora, there are plenty of other people that speak up and have the same issue so no, it's not a video card problem.

It's a bug and it is really annoying and I submitted a ticket on 12/19 (early access) as I'm sure many others have.

Like I said, I know nothing will happen due to this lowly little post but I needed to vent.

It's not screen tearing, sorry. It's an odd graphical effect. Happened to me in Beta on a Radeon HD 5570, and it happens now on my three GTX 580s. It's not the screen, either, as I'm running a 120Hz screen.

Nope. If you go to the taxi outside the anchorhead spaceport, you might notice these tall columns with green neon lasers shooting out of the top. Then you start rotating your camera a little and the green laser becomes a roof and takes over most of your field of view. The only way to get rid of it is to move away from it. It wouldn't be so bad if it were isolated to that one area, but it's not.

Yes, very distracting. Particularly bad on Tatooine.

I'm running a GTX 580 1.5Gb, with the latest drivers, and it's still present. I filed a ticket on this during the last beta, and again when the game opened up for early access. The "laser light show" effect is odd, but doesn't cause undue interference. Hopefully, they will fix it soon.

Here's a pic for those who aren't lucky enough to be bathed in its glory. This one's from Alderaan.

I had that happen when my old rig was over heating before the blue screen of death. Fan your system. Either your CPU is over heating or your video card.

Nice claim if it were in randon places. Its the same place for all users that report seeing it. Would be nice if they fixed it soon.

I appreciate the advice however it is not a heat issue. I personally removed the bottom cover of my laptop a while back and replaced the stock paste on the cpu and gpu with arctic silver. The temps dropped by 20 degrees at that time. I also have the laptop sitting on a pad fitted with two fans. This does not happen in any other game I play. It is a bug.

Or not. It's the game. Get a clue before you go "either this or that".
