Just wondering if im missing something here but the highest damage reduction I'm able to get is around 25% on my IA, Thats with all blue armoring mods at my current level. This seems to be the same damage reduction as light armor? On my setinel I'm able to get 40% with medium junk armor in pvp (bolstered stats)

Is this working as intented or am I just missing something?
