By active I mean; regular datacron hunts, guild flashpoints, guild pvp runs (both wz and world pvp), and just a mature active group of people. We have weekly guild-wide events, weekly organized pvp, and plenty of people who are leveling as well. When you get to 50 we'll get you all squared away with Ops, which run three times per week.
