Okay so I am looking for answers on two things involving inheritance construction kits, first: Where do you get them? (Besides the one at the end of the first act of course) and how exactly does the level scaling on them work if there is any, because I equipped my level 37 smuggler with one and it didn't conform to his level.

You can either buy the inheritance/birthright kits with daily comms for outrageous prices from the mission support vendors, but they're also part of the normal world drop rare loot tables (i.e. when you get a random blue from killing something that isn't a boss with a specific loot table, there is a chance that it'll drop a kit).

 

As to scaling, the gear doesn't. Inheritance gear is for characters in their mid-teens and is itemized to be effective/optimal until you hit your mid-late 20s. Birthright gear is for characters in their early 30s and is itemized to be effective/optimal until you hit your mid-40s.
