Thanks Perks under "Character Perks" only apply to one character. Perks under "Republic Classes," "Imperial Classes," "Species," and "Other" apply to all characters on that server. Also, "Reputation" and "Legacy titles" apply to all characters on that server. Nothing in the Legacy menu applies to characters across servers, since your Legacy is only stored on the one server.
