The buff that you get when (for example) a relic triggers.

Anything that has a chance to give you a buff when a certain event happens will generate a proc. The most common example are relics that you don't have to click yourself (Serpenditious Assault, Focused Retribution). But abilities can also generate procs (Ability X has a chance Y to make the next ability Z activate instantly).
Setbonuses can also have procs.

Edit: proc is an abbreviation but I don't know what for.
