Mods level 23 are available through mission support vendors. I see lots of people wanting to sell lvl 27 mods for astronomical credits. I have artifice at level 400 and besides the crystal schematics, I cant find where to get the schematics for higher level mods than 22.

Where can someone acquire armor mods for instance, that are above level 23? Either by purchasing or buying?

Armoring can only be learned buy REing armoring dropped from HM Ops.

Mods can be learned by same as above, or getting pattern drops from SM/HM Ops(Rare), or RE Black Hole Mods.

Enh can be learned by same as above, or getting pattern drops from SM/HM Ops(Rare), or RE Black Hole Enh.

Hilts can be learned by same as above, or getting pattern drops from SM/HM Ops(Rare), or RE Black Hole Enh.

When in doubt, check to see if "Research Available" before you RE it... Your best bet to get high level artifice patterns is to RE Black Hole enhancements or RE Campaign Hilts... I have heard that crafted mods/enh can be learned by the purchaser, but the absurd price makes it a tough choice (albeit faster)..
