If they are a lightside cult then they would be on the Republic. If they were a darkside cult (similar to the Nightsisters) then they would be Empire. It truly is as simple as that. But it might be somewhat tricky trying to make another force-using class that did not feel like a carbon copy of one of the four we already have. And then there would be the issue of incorporating them into the story. I am not saying it cannot be done, but BW would have its work cut out.
