Loot is Generated 100% Based on Top Damage Dealt

In every group mission and flashpoint I have noticed the trend that the dps class in the group always has that specific class's gear type or weapon type drop from the final boss or objective. This has been happening for months now in beta and persisting here in live. Can I please get any official word as to if this is really the case. If so, doesn't that defeat the purpose of being a tank or a healer and hoping to upgrade your character in these areas?

 

For those of you that don't believe me, just pay attention to the drops vs. dps classes within your party.

This is not the case. First flashpoint I did, I was dropped a tanking chest and a shield generator. Have had more heavy armor drop than anything else when in a group with my girlfriend and her son, who both are dps. And believe me when I say my girlfriend does way more damage than my tank.
