If what Yoda said to Luke is true, then Palpatine could hold Goku with his mind and remove limb after limb. If there is something like resisting it, as it was shown in the duel between Anakin and Obi-Wan in Mustafar, then maybe Goku would move his limbs regardless of the "force manipulation" and mindblow palpatine.
