MorbusIff Posted December 23, 2011 Share Posted December 23, 2011 I've seen this question a few times and it bugged me too. The best I could come up with was "local jurisdiction". That is, given the overarchiing factional control of air space (i.e., Empire and Republic planets agree to the same general "space laws"), a starship is easier (and "cheaper") to give out than a driving license. The driving license ultimately grants you (in-game) the ability to drive on any planet you land on, meaning you've been given carte blanche on all local laws, jurisdictions, driving tests, and what have you - that's why it costs so much.
