I probably leveled my character during the busiest time in the game.

Despite that, getting a group together for various Heroic Quests was challenging even at the best of times.

What didn't help, and what seems like an unnecessary limitation to me, was the fact that people who were willing to help, couldn't, because they weren't qualified for the respective Quest.

It seems unnecessary because the Heroic Quests are (mostly) daily quests and aren't really tied to the plot in any way. Why then must one first "qualify" before being able to accept these quests?

It just doesn't seem necessary.

Removing this limitation would make grouping for heroic Quests a lot easier. Just accept it, share with the group and off you go.
