What level do u need to be to get all the good schimatics for artifice and were do u fine them I hear the black hole how do I get there

You'll get nearly all of the schematics from the crafting trainer, and from reverse engineering the items you make from them.

 

Only a few of the schematics drop as loot for the +power stat crystals, magenta crystals, and 8 or so offhand items.

 

You'll also get the 4 custom lightsaber patterns from treasure hunting missions.

The "good" schematics are for 400 artifice. Enhancement and Hilt schematics come from REing 61 and 63 gear. Crystal schematics drop from world bosses and, extremely rarely, mobs in the Black Hole.

Not hardly! The endgame schematics are completely useless for leveling toons. They're only useful for cashing out BH/fleet/WZ comes once you're in BiS gear. Otherwise ~ you get no use out of them.

 

The bulk of the artifice schematics are for lower levels. And all of the schematics are useful, at the right time, to the right toon.

 

The best schematics imho are the +power color crystals for lower levels.
