Yeah, its been that way since section x was released, they use a type of phase walk and often bugs out. Its quite annoying and I just go to them to stop it, ie, I will ride my speeder on top on them and attack from melee range even though Im ranged, as this stops them doing the phase walk. Their animation is off in the distance but the server has them near you doing the damage, ever notice when you loot them you have to be where they were attacking you and not where the body lies?
