In my opinion it should be Tech.

The reason i say this is because while being Assault Specialist spec'ed i use High Impact Bolt alot and with the Tech armor i sometimes get upto 4500 dmage shots. This is because the tech armor enhances the armor penetration of High Impact bolt.
