I also had this problem. I had to use a different computer at a different location in order to get around this.. I wasted 6 days trying to download only for the same thing to happen to me over and over. Very frustrating because with my slow internet it took almost 24 hours to download 12 GB.

You can try downloading on a different computer and transferring the game file onto your main system or find a friend who already has the game file.
