Antone where to find the S-311 Fusion Saboteur?

I have run into the exact same problem. I was hoping it would slow down as the game progressed. It definitely does kind of suck since it makes me feel like I can only run each FP once, and can't do warzones or space missions very often without being way higher level than the content I'm on.
