Go back and finish quests you missed. My BH just hit 25 and is just starting Nar Shadal. My experience so far is if you complete all or most quests you actually out level the planet you are on.

Wow.. you are way off.. and clearly you have not played a lot of MMOs... this is by far one of if not the best launch I've ever seen... and that includes both EQ and EQ2, WOW, DAOC, and others I have forgotten
