Rather than arguing with each other try to come up with solutions. Remember the idea is to increase sustained dps without increasing POTENTIAL burst (not to be confused with burst length, or burst frequency).
Some methods used in the past in this game and others are: reduced resource costs, increased resource generation, added dot mechanics, increased dot tick frequency and/or dmg, reduced cooldown timers, increased secondary stats considered minor value.
Some ideas I've seen in this forum or thought of are:
Reduced force cost of Voltaic Slash
Add Assassinate to Impose Weakness for better execute phase on boss fights
Reduce cooldown on Saber Conduit
Change Electric Ambush so entering or exiting stealth (using blackout could work as well) reduces the cooldown instead of exiting combat
Increase base force regeneration rates
Add a percentage of alacrity (something like 20%) to Surging Charge/Lightning Charge
Decrease the cooldown of the procs from Surging Charge/Lightning Charge
I personally like the idea of changing electric ambush and adding the alacrity to the dps charges (though that does increase potential burst with the lower global). I feel the alacrity is a good idea simply because it seems to fill in a lot of gaps players have been asking for. Gives a slight resource regen, allows for more global cooldown uses, and gives pvpers the faster whirlwind casts they've been after.
On a pvp sidenote I would like them to significantly decrease the time it takes to get out of combat. It takes way too long to restealth if you get away from someone. But I know that isn't the point of this thread.
