Well, after 8 months of pvp, i can only say you are right : few things have been made to prevent strongly unbalanced rounds. Explanation may be that sometimes too few players tag, so the decision made by the program is : go and play, no matter how balanced the teams are... Nonetheless, many players are surprised to see on the final board such dps differences (between dps players) 1 to 20 (2000 %), even at max levels... ok you have got the 174 set, the max amount of expertise, some have zero: so what ? Does that mean we have to play 30 totally unbalanced BG to get one approximately equal when most players get near the expertise max ? Frankly, even with the famous "coup de pouce", I can remember only 5 or 6 interesting BG for about 400 played. Quite desappointing. True, there are non-organised players, true, there very good and very bad pvp players and teams. Still, it is not enough to explain the fact that most (95 %) of the pvp rounds are of no interest at all. Some has to be made, either to confront only players with approximatealy equal stuff or to nerf the pvp players so to reduce the distance between teams. Probably this would not be very popular at once; in the long run, it might change the very bad perception of swtor pvp. Unfortunately, as swtor does not seem to understand this situation, i certainly will as many players chose another mmo.
