I really think that a set loot table is the best design all difficulties. If you are making me choose between option 1 and 2 that you described. I will say option 2 is better. I also think we should be able to get unassembled components from Story Mode, Veteran Mode and Master Mode operations. I feel forced to grind PVP to get upgrades which can be a brutal grind.

Honey Badgers is a republic raiding team in the guild Fortitude. We currently have an opening for a healer of any class. We raid on Thursdays from 9:30 to 11:00 PM EST and Sunday from 8:00 to 11:00 PM EST. The core of our team has done the majority of HM/NiM content. Sausagefest is a raid team in the guild Hellbent on pubside. Due to one of member's work schedule changing we have an opening. We have started working on Cortanni recently and have the first four bosses in both operations on farm. We are very laid back and more casual.
