Im a subscriber here and I haven't yet received my monthly cartel coins... Is there some kind of problem

I was trying to add some money on my account for cartel coins and the payment won't go through.. I done this earlier today and just wanted to add some more and now it saying there is an error my info and subscription is all up to date.

Why is my update download taking so long I've been here waiting three hours and there is no progress happening
