Yeah and No, because otherwise you could level all skills to 400 and just unlearn and learn whatever you want, and that is not the point of skill

Yes, if you unlearn a skill the progress gets erased and you will need to start all over again

With Slicing you send your companion on missions and get lock boxes with a chance to get credits, random mats and items, you don't always get the lock box thou.
