overlapping debuffs is completely different than stacking you toolbag.
overlapping means that the timer for the most recently applied debuff will pertain to how long your armor is lowered.
Ex. Debuff A is 7 sec. Debuff B is 20 sec. total duration is 20 sec unless reapplied within that time frame. They don't combine.
Debuff A's armor drop is say 30%, debuff B's is 25%, max 30% debuff. They don't combine.
This is how they work in game.
stacking would mean that the timer from debuff A would be added to by timer debuff B.
Ex. debuff A 7 sec + debuff B 20 sec = 27 sec total debuff time. It would combine/increase.
this would also mean that the armor debuff, let's say 30% would stack. so 30% debuff A and 25% debuff B would make = 55% armor debuff. Another combination/increase. This is NOT how they work ingame.
this is not the case, and you are a fool to rage about this.
there is absolutely nothing wrong with the timers, you are just very dense.
